Minutes of the Sutton St Edmund Parish Council Meeting held on Wednesday 12th November 2025 at Sutton St Edmund Village Hall.

Present: Cllrs C. Hatch (Chair), C. Hunns, R. King, District Councillor L. Eldridge, County Councillor R. Condell and Miss D. Leedham (Clerk).

 

The Chair welcomed everyone to the meeting.

 

Public Forum

None.

 

Apologies for absence and acceptance of reasons given

Apologies were received from Cllr Graham Beatty and Cllr Bob Sleight, reasons given were accepted.

To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations

Cllr King declared a personal interest in the Meridian Action Group due to family involvement, although he is not directly involved with the group himself.

To consider notes from 2nd September 2025 and resolve to approve as minutes 

The minutes from the meeting held on 2nd September 2025 were reviewed. It was resolved to approve the minutes as a true record, and they were duly signed.

Latest Financial Report

The Clerk had circulated the financial report to all members prior to the meeting. The Council resolved to approve the financial figures as presented. 

 

 

2026–27 Budget Proposal

It was agreed that provision be added for a mobile phone.

2026–27 Precept Figure Proposal

Deferred to next meeting.

Planning

To review the latest planning applications and resolve accordingly:

Planning Consultations:

H19-1016-25 – Replacement detached dwelling following fire damage

Approved:

a. H19-0812-25 – Proposed change of use of storage building from part commercial, part domestic to fully domestic

b. H19-0642-25 – Siting of 4 poles and lights for equestrian ménage

c. H19-0031-25 – Residential development – erection of house

Appealed:

a. H19-0329-24 – Temporary ground mounted solar photovoltaic (PV) farm with battery storage.

It was agreed that Parish Council communications regarding the appeal be aligned with South Holland District Council correspondence and published accordingly.

To discuss and resolve accordingly on Infrastructure Projects including Solar Farms and Pylon upgrades 

Cllr Eldridge advised that she would be attending a related meeting next week and will report back to Council.

Projects (current and potential)

Defibrillator site

A site was agreed and installation should be completed by the end of year. 

Ground Maintenance Contract

The Clerk will draft and circulate the contract for review.

Gym equipment

The Clerk will contact the supplier to confirm siting and installation arrangements.

Speed signs including grant application to Wrydecroft Wind Farm Grant

Installation to be completed and final documents to be completed.

Notice Boards including grant application to Wrydecroft Wind Farm Grant

The Clerk confirmed the application had been submitted. 

Park and Playing Field maintenance

Deferred to the next meeting. Cllrs King and Sleight to cut hedges and raise the canopy of trees.

Community newsletter

Deferred to the next meeting.

Climbing Frame/MUGA/Roundabout

Clerk to draft a layout proposal.

Allotments

It was agreed to take a soft approach and explore local interest using a land agent. The Clerk will liaise with land agent and issue a general expression of interest notice via the Parish website and Facebook. 

Training

The Clerk will chase outstanding training arrangements.

Santa Sleigh

Public liability insurance was discussed and agreed, Clerk to make arrangements. Selection boxes and colouring books will be funded from the Cllr Eldridge’s budget. The event is scheduled for Saturday 6th December. It was agreed that funds raised will be allocated to the park and a further £100 allocated.

Wryde Croft Small Grants Programme 

To receive an update and resolve accordingly on the Wryde Croft Small Grants Programme

It was agreed that funds raised will be allocated to the park and a further £100 allocated.

External Reports

To elect a Parish Council representative for the Village Hall Committee

Cllr Hunns raised concerns with Cllr Condell regarding road deterioration and safety impacts. It was agreed that “Fix My Street” be promoted monthly via the Parish Facebook page.

Future meetings

The Clerk will forward the Lincolnshire County Council form to Cllr Condell and explore the addition of £1,000 to the draft budget.

The Clerk will circulate a meeting reminder.

Wednesday 14th January 2026, 7pm at Sutton St Edmund Village Hall.
