Minutes of the Sutton St Edmund Parish Council Meeting Held on 15th August 2024 at Sutton St Edmund Village Hall.

Present:

Cllrs C. Hatch (Chairman), C. Hunns, C. Allen, Miss D. Leedham (Parish Clerk)

The Chairman opened the meeting and welcomed all attendees.

Public Forum

No members of the public were present.

A minute's silence was observed in memory of the late Cllr Nelson.

Apologies for absence and acceptance of reasons given

Apologies were received from District Councillor Eldridge.

To receive any declarations of interest in accordance with the requirements of the Localism Act 2011 and to consider any requests for dispensations

Cllr Allen declared an interest regarding the Party in the Park event.

To consider minutes from 8th May 2024 and resolve to approve as minutes

The minutes from the meeting on 8th May 2024 were reviewed and the Council resolved to accept them as a true record, and the Chairman duly signed the minutes.

Finance

To review and resolve accordingly on the: 

latest Financial report

The financial report was circulated prior to the meeting. The Council resolved to approve the financial figures as presented.

1st quarter Budget reports

Deferred to the next meeting. 

Planning

To review the latest planning applications and resolve accordingly:

The following Planning applications had been circulated and any comments made were listed on the SHDC portal:

H19-0329-24 – Temporary ground-mounted solar photovoltaic (PV) farm with battery storage.

H19-0152-24 – Siting of 3 LPG tanks. No objections raised.

H19-0156-24 – Siting of 3 LPG tanks. No objections raised.

The Council asked the Clerk to contact SHDC and request that the developer that currently has the site heading North towards Sutton St James which has planning approval for a detached property addresses issues with overgrown vegetation and litter on-site.

Approved Applications:

H19-0172-24 – Rear extension & alterations.

H19-0243-24 – Erection of brick porch.

H19-0277-24 – Siting of caravan for ancillary residential use.

To discuss and resolve accordingly on Infrastructure Projects including Solar Farms and Pylon upgrades.

Correspondence to the Council regarding Meridian Solar and Pace Solar were noted and will be kept on record.

The Council discussed pylons and agreed to request open communication channels with the Secretary of State. A request for clarification regarding the scope of higher-level planning processes to be pursued.

Current Projects

To receive updates and resolve accordingly on:

Speed Signs

The Clerk will follow up with Highways regarding installation of the solar-powered speed signs.

Playground

The Clerk to email LALC for recommendations on equipment. 

Gym Equipment

Clerk to forward dimensions to Cllr Allen for review.

Gov.uk Email Addresses

The Council discussed setting up gov.uk email addresses for parish council use, and agreed for the Clerk to arrange quotes.

Sutton St Edmund Village Sign and other update projects

The Council discussed updates to Sutton St Edmund village sign, the installation of solar lighting on noticeboards, and the potential for a gravel refresh in key areas such as the Playfield and Church car park. The Clerk to send grant details for consideration.

Airtable

The Council agreed to trial Airtable and keep under a review using the first set of projects to experience its suitability for longer term use.

Bins

All bins are currently being emptied as scheduled. Clerk to request an additional bin at the entrance to the public footpath at Guanockgate.

Community Newsletter

Deferred to a future meeting. 

External Reports

To receive and resolve accordingly on reports from representatives on external bodies:

The need for improved communication between the Village Hall and Parish Council was discussed. Cllr Allen to provide a list of potential meeting dates for the annual meeting between the Village Hall Committee and the Parish Council and forward copies of meeting minutes. 

To receive and resolve accordingly on the representation on Sutton St Edmund Charities

Poors Land Charity: Cllr Hatch to represent.

Education Charity: Cllr Hatch to represent.

To discuss and resolve accordingly on Party in the Park 2024

Cllr Allen updated the meeting noting, Party in the Park will take place on 31st August 2024. The Council discussed concerns over dogs on the field, which the Council agreed from 10:00 AM to 10:00 PM on the day of the Party in the Park. A contribution of £300.00 was approved for the event, with Cllr Allen to send bank details to facilitate the payment.

Correspondence

To consider any correspondence not included within the agenda

The Council resolved to accept local funding proposals from Wryde Croft Wind Farm small grants, with a motion proposed by Cllr Hatch and seconded by Cllr Allen.

Future Meetings

To advise of items for inclusion at the next meeting

Lack of Highways road works notices issued via the County Council Highways department. through to the Parish Council allowing residents to be duly informed of possible disruption.

To confirm the date of the next Parish Council meeting as

Wednesday 11th September 2024, at 7:00 PM at Sutton St Edmund Village Hall.
